He was born in Trabzon City's Akcaabat District in 1952. He completed his primary and secondary education in Trabzon and graduated from Science Branch of Trabzon High School. After his high school education, he had his university degree in Karadeniz Technical University at the area of Earth Sciences and in 1975 had the title of Geological Engineer.

       Between the years of 1975-1977 he worked in the Bank of Provinces as Constructor's Supervisor.

       In the years of 1977-1978 he had his army service as Reserve Officer and after his education in Ataturk University's Medicine Faculty, in the year of 1985 had the degree of Medical Doctor. Between the years of 1985-1991 he worked in Trabzon as Medical Doctor and at the Head Office of the Ministry of Health's Provincial Council and after that had his specialization in Istanbul at Haseki Training Search Hospital's Internal Diseases Department.

       After November 2002 elections, in the term of Justice and Development Party, he has been assigned as Directory General of the Ministry of Health Coasts and Borders, as Directory General of the Medicine and Pharmacy and Vice Undersecretariat of the Ministry of the Health and Undersecretary of the Ministry of the Health. He has numerous scientific articles especially in the area of health and speaks advanced level English. He is married and has 6 children.
